Nah, no modding console, just copy and paste save from PS3 to PC.
(with their dev kits, which is basically a developer based console that encrypts/decrypts the files to work on that specific device) It's funny too because all games are created with a PC, yet are converted to work with their respective platforms only lol. This is why there would need to be a method the devs created to do this, as they have the tools to create something along these lines. I transfered my PS3 Skyrim save to PC without issue

With the PS3 for skyrim, that was only possible because the PS3 was jailbroken and the keys were made available so people could decrypt the PS3 save files as needed. You would need the PS4/Xbox key files/kernal exploited to pull this off. If you don't have a way to decrypt PS4/Xbox One saves (which there likely isn't since they've yet to be cracked, and therefore no one would have the encryption keys) this isn't possible for modders to do for this game. That was by using modded tools and potentially a modded console.
I was hoping there would be a converter like Skyrim has. Could they create some sort of converter? Possibly, but once again I doubt that's something they'd do as it would likely take some considerable effort to create an automated system to do that. Even though the consoles are similar to PC's in structure this generation, there would still need to be some way for the files to be converted to work on a platform other than the one they were created.
